  The following was picked up off of the LEO in charge of investigating the incident. While the incident has gone up to higher authorities, the originator is being kept in the loop. It was found with the picture of a baby panda sleeping. We believe this is a clue to the passkey for what we believe to be a Vigenere Cipher, or other form of polyalphabetic substitution. Maybe the passkey isn't panda, but something else, relating to the picture. Knowing the target though, I doubt it is anything complex.
